Kano State Governor Orders Closure of All MDA Accounts, Mandates Centralized Financial Management

Kano State Governor, Abba Kabir Yusuf, has directed the immediate closure of all bank accounts belonging to the state’s Ministries, Departments, and Agencies (MDAs). The directive was issued during a meeting with the Chairman of the Kano State Internal Revenue Service (KIRS) and heads of various MDAs at the Government House in Kano. The governor has tasked the state’s Accountant General with executing this order within one week.

Governor Yusuf explained that the move to adopt and implement a centralized account system aims to ensure the proper management and utilization of the state’s finances for more effective governance. He emphasized the importance of compliance with the Kano State MDA Revenue Harmonization Law of 2016, which mandates a unified approach to financial management across all state agencies.

As part of this directive, the Accountant General is required to issue a circular instructing all MDAs to adhere to the provisions of the harmonization law. The circular will also instruct all money deposit banks and financial institutions to close all existing accounts, whether for Internally Generated Revenue (IGR) or expenditure, associated with any state MDA. The banks must then transfer the balances from these accounts to a new IGR account managed by the Accountant General’s office.

Governor Yusuf further mandated that banks provide certificates of compliance to both the Accountant General and the Chairman of the Kano Internal Revenue Service. This step is intended to ensure full adherence to the new financial management system.

Assuring the citizens of Kano State, particularly taxpayers, Governor Yusuf committed to the transparent and effective use of state funds to enhance public services and the overall economy. He highlighted key areas of focus, including water and sanitation, healthcare, education, agricultural development, and human capital development, reiterating his administration’s dedication to the continued progress of the state.
