Tinubu to Commission $400m Otakikpo Onshore Crude Oil Export Terminal in Rivers

President Bola Ahmed Tinubu will on October 8, 2025, officially commission the $400 million Otakikpo Onshore Crude Oil Export Terminal in Rivers State, a landmark project designed to boost Nigeria’s oil production and export capacity.

The facility, located in Andoni Local Government Area, was developed by Green Energy International Limited (GEIL) in joint venture with Lekoil, making it the first wholly indigenous onshore export terminal built in Nigeria in 50 years—the last being the Forcados Terminal in 1971.

According to GEIL, the terminal will serve as a critical evacuation outlet for over 40 stranded oil fields, providing an initial storage capacity of 750,000 barrels, expandable to three million barrels, and a loading capacity of 360,000 barrels per day.

Minister of State for Petroleum (Oil) Senator Heineken Lokpobiri, Rivers State Governor Siminalayi Fubara, and other top industry stakeholders will attend the inauguration.

GEIL Chairman and CEO, Prof. Anthony Adegbulugbe, described the project as “a game-changing national infrastructure”, stressing its potential to lower production costs and unlock millions of barrels of oil previously trapped in wells.

The commissioning underscores the Tinubu administration’s determination to reform the oil and gas sector and push Nigeria closer to its goal of producing three million barrels of crude per day.
